Her condition is so immaculate! I hope more show up some day, I remember the fandom used to think by-and-large that they were prototypes and never made it to production. I wonder what the batch size for this would’ve been given the rarity.

At this point we can say that she was just a very limited release. One theory that I like is that she started production very late into CST and PTTs deal with these plushes. The only ones that have come up so far came from the west coast so you could assume they only sold a limited amount of batches there.

To kinda add onto that, could it be it was a limited release in California due to poor sales?
Possibly, it’d make sense it didn’t sell well. I’d bet only stores with a Dolli in them could move them out well. Maybe only stores that had Dolli ordered them too.
